does anyone know of any company that installs shades for a screened lanai?

depends on the type of shades you are looking for. We had lowes install Cooleroo shades on our screened lanai and we have been very happy with quality & workmanship.

We used Mr and Mrs Blindmaster. 352-245-0341 It is a family business and we were very pleased with the blinds and the installation. Reasonable priced!

do those tie down in some fashion, and would they keep out the rain?

Yes the Cooleroos come with tie downs. Can't say they keep out the rain, at least not the ones we have but I would think a tighter weave would. We chose what I believe is the medium light filtering since we still wanted airflow as well as some light to filter thru. When we get the typical Florida rains and sometimes with some strong winds nothing that I know of will keep the rains out other than windows. My lanai can get wet but I don't see that as a problem. Everything on my lanai including the flooring adapts well to the rains.

Ours from Mr and Mrs Blindmaster are a tight weave to block the sun and keep out the rain as an added bonus.
