North side power outage

11:21 pm. Get ready for bed and wham! Fumbling around for flash light . No power outside far as far as I can see? Drunk hit high power lines?

Where was this power outage? I live in Glenbrook and there was no outage. How long did it last?

No above ground power lines in The Villages from what I've heard, except for the high power transmission lines; hard for a drunk to knock one of those structures down; how about a transformer fail?

Sometimes power is interrupted for a short time when "they" are attaching power lines to new areas.

How so?

With regard to "poor planning", there are times when it is not safe to work on energized facilities, and the equipment must be de-energized to make changes or repairs. I have personal experience in this area, as I worked for an electric utility for 40+ years.
From what I have seen SECO does a very good job of keeping the lights on, but they are dependent on the overhead based supplies fro Duke and Florida Power, there are no power plants in The Villages.
