GM, and even tractor companies like John Deere, argues is that you, as an owner, don’t actually own your car. Rather, you’re sort of just borrowing it for an extended amount of time and paying for the rights to use the technology. If it sounds ridiculous— it is. But it gets even more ludicrous.

Here is a good article about Henry Ford and how he has to go to court to sell his car without paying royalties. One way the auto manufacturers could accomplish their agenda is simply not to Sell cars and only Lease them! They love this because it creates revenue flow which is vitally important to any company. Used cars will become very expensive!

Pep Boys, Auto Zone , NAPA, etc. I'm sure they all feel different about working on your own car.

I'm under the impression this law would relate to vehicle onboard computer technology, not routine maintenance or modification. Imagine in the near future an owner modified autonomous car. That would be the stuff of sci-fi horror stories.
