Annual maintenance
 
Seasonal resident and use the cart for golf only about 3 1/2 months.
Do I need to change the oil and filters each year?

Its a good practice to change oil and filters once a year. Time is just as much concern distance when it comes to service of gas engines.

What is the cost of a annual maintenance and can this be performed at my house

I put close to 10, 000 miles a year on my Yamaha gas EFI .How often do I need to change the oil.? Is there any maintenance recommended besides oil , filters, & changing the spark plug?

10k is strong miles for a one cyl engine, try to change oil at 5k.
Spray lube all boots rubber bushings on suspension parts. Load test battery, check wear on clutch belt and starter belt. Some clutches have fittings, clean battery terminals, check tires for ware patterns and possible alignment. Check and remove road grime on splashed electrical components, check for loose or worn parts, if applicable remove drums clean friction serfaces on shoes and drums, adjust brakes, balance air pressure, lube shift lever and check all lights. Of course plug, filters and oil
