2 things, check with ARC before you remove the tree, you may need permission. Also, as I recall depending on the reason the palm is dying, is important, as some diseases stay in the soil and will kill the next palm.... Please check before you plant.

Hope this helps.

You don't need ARC approval to remove a dead, dying or sick tree. Removal of the native 'code' tree would require replacement, as the OP stated they wished to do. ARC approval is needed when adding or expanding landscape beds, or building landscape wall.

If there are no mushrooms growing in the bottom 3' of the trunk, it is doubtful you have Gand. fungus (butt rot) and replacing the tree with another palm would be fine. It is a good idea to find a real deal horticulturist and find out why the queen is dying.

Please, check with a certified arborist or the master gardeners, bring or send photos, to get advice whether it can be saved...and diagnose WHY it may be dying, so you are sure your soil is safe to plant in.
