What happened to the grass in rio ponderosa
 

Went to visit mom last week and there was a strong chemical smell in the air. Mom said there were trucks in the area spraying. Came back a few days later and all the grass bordering the street is burnt to a crisp. Not just her house but all the villas. Is this a town sponsored bug controll? She didn't receive any notifications prior to the spraying.
