Low Passenger Tire ?

I have a Yamaha Gas Cart that is about one year old and I have an issue with the back tire on the passenger side. Why would this happen ? Low tire pressure ? Defective tire ? Slow air leak ?
Now I need a Lone Star (205/65/10)

See the two pic's... one of the Driver side (pic on the right) and one of the Passenger side (pic on the left)

Any recommendations on where to safely buy one of these ?

I live in the village of Charlotte.

Judging by the pics it looks like incorrect tire pressure, we stock these tires and install them
As well.
