Projections are not facts. Any time the federal government projects something you can bet It will be wrong. It's called manipulation. The do it all the time to fit the agenda. Most of the citzens are too STOOPID to see it.

So, if you go by that theory congress was Democrat majority for the last two years of Bush's second term, so I guess the economy meltdown is their fault, right? And to make it more convincing, Bush's had almost no unemployment during that period, according to economists. So, by your theory the Dems are responsible for the economy meltdown and Obama is responsible for the LONGEST recession/depression recovery in history.
