So on one hand it is an intrusion on an individuals freedom of speech.

On the other hand, given the slective enforcement of so many laws in the country these days, all one has to do is just carry on. Just like illegal immigration and illegal entry into the USA, nobody will do anything about it.
No fear of enforcement.

It does portray what I do suspect is a mode of operating. That if ever questioned about what this administration, they can legitemately point to the law(s) they passed. Hence the usual. Words. Never a direct action taken. Always positioned for deniability.
