Grounding
 
Frank can you tell me if the chassis on electric carts are grounded so a single wire light fixture can be used, mounting it on the chassis.

You should never put any electical potential in the chassis of a electric cart.
All circuits should always be two wire set up.
One of the many reasons for this rule is that somtimes when 36 or 48 or 72 volt battery packs are not kept free from dirt and moisture and you may find a high voltage potential working it's way into the chassis and therefor shorting out 12 volt devices.
Seperation of 12 volt accessory circuits and high voltage drive circuts is a must.
