Not A Golfer Myself, But...
...I recall a discussion with a neighbor, who is a Priority Member. He says that in high season they value the person who hasn't played in the last week pretty highly. When they put their foursomes together to request tee times, they are very aware of how many in each foursome haven't played or have played only once in the past seven days. He explained that in many cases the lower the "Play Point Average" they can get by mixing in infrequent players with more active players, the better their chances of getting the course and time they want.
All this applies pretty much only to "snowbird season" (January thru March). I'm told that in the other nine months of the year there is minimal problem getting tee times on both the course and at the time one wishes to play.
