Indeed by ensuring incumbents never get reelected is the only way voters have available to them to achieve term limits.
However the problems associated with this method are that politicians make promises that won't or can't keep because the system is rigged by the money interests who invested in these politicians. You only get what you pay for. And, in this case the price does not correspond with the quality. If you have a particular candidate that you wish to elect, all you can do is be the highest bidder. Otherwise, you are going to get what someone else buys for you.
