And yet in spite of this accusation, Donald Trump has no trouble finding workers to design and build his buildings, does he?

Not sure what "four of thousands" means, guessing it should be "for thousands".

Obviously you are young (basing that assumption on your immature numerous threads that you have started all with very similar content) and you obviously have not worked in construction.

It is very common for negotiated contract amounts to be adjusted by changes in scope of work during construction. Change orders are issued when materials and / or labor is added or deleted. Back charges are assessed for failure to perform and / or work was not completed on schedule.

There are many scenarios in which an architect could be paid less. The owner has a budget, the general contractor (manages the entire project) has a contract with the owner to build for x amount of money. The architect usually is paid a percentage of the negotiated price between the GC and owner. That fee can be reduced by deleting or reducing scope of work. An example: architect drew 12" poured beams for lintels and the GC had money for 12" poured beams in his price, but the concrete contractor informed them (after the GC contract was written) that 8" poured beams would be sufficient and would result in a reduction of price. This reduction in cost affects the architects fee (as he was working on a percentage of the project total cost). Another reason an architect could be paid less is if he made a mistake that added cost to the project (such as, he drew 12" lintels and they need to be 16").

It appears you are voting for Hillary, and you do not like Trump. Your numerous thread barrage is annoying at best, enjoy your childish ways while you are still young. Eventually you will have to grow up and a lot of the things that seemed so fun, will no longer be.
