What's the deal with different colored Scrunchies on vehicles?

It's to help people find their car in the parking lots. People use scrunchies, flowers, etc.

a cheap locator plus who would want to steal it from you.

It's a top-secret private way to confidentially indicate which covert taboo clandestine activities discrete people are quietly into.
Of course there is no documentation for the meaning of the various colors, so you have to personally ask people what theirs mean.

i heard they were a way to represent that you are interested in "wife swapping"...?

No, that is the light blue golf shirt or the dress with the neck tag on the outside.

Or, is it the men using a Noodle golf ball marked "long and soft"?

But they only work on certain vehicles. Others have found ways to shake them off as you drive along.
