One should ask what is going on with our government that so many military, federal employees and contractors are committing such acts?

The reason there are more and more security violations, is because no one is PUNISHED severely anymore. When you slap someone on the wrist (ie, Gen Patraeus) when they violate National Security laws, it encourages more to take the gamble that they might not get caught and it they do, they won't be severely punished.
