Given its a tower and given it consists of men women and children it would seem logical to assume that the tower represented some sort of religious significance...a monolith to their gods ................??

They might have crushed some kind of rebellion by doing something like this. It would send a terrifying message to others in the area not giving the proper respect to their rulers who I believe were thought of us Gods.
