Who Is The Villager's Son Who Makes Prosthetic Legs For Animals?

Some time back (more than a year) there was an article in the Daily Sun regarding a Villager's son who made prosthetic legs for animals. I can't seem to find my old correspondence regarding it. I have someone who has a semi-famous three pawed dachshund who they adopted and would like to get him a prosthetic leg. Anyone recall who it was that makes them?
