Trump goes to Texas and doesn't mention the victims. He is more concerned with crowd size. Unbelievable. He has no empathy. Its all about "him". He just doesn't grasp that when you are the leader of a country, your job is to inspire, to commiserate, to lend hope to those in need. Crowd size? You've got to be kidding. What a shallow human being.

That amazed me too. I heard that days before Harvey he had signed something that would take away funding for infrastructure that would prevent flooding. Or at least help control them more. Trump reversed flooding regulations days before Hurricane Harvey - Business Insider

His first words was a "thank you" as the crowd was cheering the president and chanting "Trump"! His second words were "We love you, you are special, we are here to offer care".

As others, have said, WHY? Why, because he is a narcissist. Same reason he tries to brag about the size of his inauguration crowd (which was smaller than Obama's), and his pen-is size during the debates. I think it is worth noting, that he was not speaking to flood victims, he was speaking to a small group of supporters that had somehow snuck under the ropes and got near him. That probably explains the I love you remark.
