One of our house guests was out walking his dog Monday when he came upon this stricken vessel at the tunnel between Hemingway and Hadley under Morse Blvd. Couldn't reach the Coast Guard.

What do you think the driver was thinking when he/she drove the cart into what appears to be 4' of water. I just don't understand.
