He was probably a US Representative when he replied to my letters. The e-mails would have been sent while he was Governor of the State of New Mexico.

It was the Republican Governors in 1991 who were the most helpful and the Republican Senators and Members of the House who were also aiding me and my 224 613 Project back in the 1990s.
