I saw a slightly different story on this, my take (JMHO) this is somewhat voluntary for the 'phone' companies, so I will take a wait and see attitude. Also, it is not clear if say COMCAST is a 'phone' company and would come under these "rules". Right now, we tend to not answer phone calls with unavailable or strange caller IDs. If the party calling really wants to talk to us, they will leave a message. This does have the unfortunate side effect of missing phone calls from certain doctors and others have have really strange called IDs.
It will be interesting to see if the phone companies can actually implement this, and then what the scammers/spammers do to get around it......
