Mueller can't "charge" Trump with anything. He's there to present a case to Congress. Too bad Roger Stone, a conspiracy theorist if there ever was one, even gets a voice on the media.

Mueller is a "special prosecutor" which means that he has the power of an Attorney General. He therefore can present evidence to a Grand Jury which can indict ANYONE.

If Trump is indicted on criminal charges, the Congress CAN then vote to proceed with impeachment proceedings which are only political in nature.The Constitution defines impeachment at the federal level and limits impeachment to "The President, Vice President, and all civil officers of the United States" who may be impeached and removed only for "treason, bribery, or other high crimes and misdemeanors".

Any criminal proceedings do have to go through the courts.
