See Medicare Reimbursement Account-Blue Cross and Blue Shield's Federal Employee Program. Looks like a Federal employee plan.

Starting in 2018, if you have the Federal employees Blue Cross insurance, and enroll in Medicare Part B, Blue Cross will pay you up to $600. This is because Blue Cross will save a lot of money when Medicare becomes your primary insurance coverage for the Part B claims. I do not have Medicare Part B because it would cost me $3,215 per year in premiums and would essentially duplicate much of the coverage that I am already paying for with my Blue Cross plan. The Medicare insurance would be redundant. So, in my case, the $600 that Blue Cross is offering for me to enroll in Medicare Part B is just not enough money to make it worth it for me. They would need to offer me a lot more than $600 for me to accept that deal.
