I would like to know if it is better to keep the charger plugged into the wall outlet all the time or just plug it in when you are ready to charge the cart.

I leave mine plugged in. After the batteries are charged, the charger shuts off.

Same as your toaster... if you are not making toast, you are not using and electricity.

Leave it plugged in
 

What happened to me when I first got my brand new EXGo RXV cart in 2009.
I unplugged the ac cord whenever I wasn't charging. After about 2 days of doing this the next time I plugged in the ac cord the charger blew out and it had to be replaced(under warranty). I used the new charger for about 2 weeks using the same process and it too blew out upon plugging it in. I asked the dealer about the importance of the plug in sequence and they said it didn't matter, but most customers leave the ac cord in all the time.. Now with the third charger in hand I changed the plug in procedure. I always leave the ac cord in the wall socket and just plug in the cord to the cart when charging. It's been 5 months and everything is still working great. That was my experience

I wonder if during lightning season if it is better to unplug it so that it is not subject to a voltage spike.

Pretty much anything is better unpluged when lightnig is around!
