Replace Aluminum vented soffit?
 
We have several sections of the aluminum soffit that has discolored and need replacing.

My initial assessment is it is more than I can handle for DIY.

Any suggestions for contractors/handy man types that do this kind of work.

Have you tried power washing this area? I am surprised that the soffit would discolor. IMHO, I would have this power washed, do it yourself if you can , or if not have someone to it for you, maybe a helpful neighbor?

Yes that was the first thing I tried.
If it wasn't for the fact the panels were aluminum one would think it is rust. And it is not anything from the area above as it is in several panels all along the backside....not in a continuous sequence.

Next step is trying elbow grease with a soft scrub like cleaner.

It is purely cosmetic as function is unaffected. Just doesn't look nice.

Replacing the panels is a last resort.

Any aluminum contractor can handle this for you. Brian Terry Vinyl, All Around Aluminum, etc. If it's a color resembling rust, I would suggest trying a product called Iron Out. It comes in a powder form (Lowes, Home Depot, etc). You mix it to the desired strength, apply and let it do its magic.

OP, you could try TSP cleaner, or another aggressive cleaner (check at local hardware stores), and if that does not work, you will have a very nice clear surface to repaint the area. Check with local Sherwin Williams paint store for suitable matching paint. This should cost less than replacing the soffit.
