yard vendor speeding
 

As an outside observer, I noticed that our neighbor was walking her dogs, she noticed yard vendor speeding (plain grey truck, no visable signs and plate obscured), and motioned for him to slow down.....He
slammed on the brakes sliding to a stop, jumped out of his truck, and confronted this senior neighbor with profanity, he told her to kiss his _ _ _, got back in his truck and sped away....By the time I got out to the street to support my neighbor, he was gone....How are we as senior citizens protected from this element, I know the gate does little than slow traffic down enough for camera to photograph cars....Since I have little information to report, what should I do, if anything?
