I am trying to locate the Department/Bureau or whatever that has authority over the Gary Morse Preserve near the Glenview Golf Course.

No, just patches of swamp.

Tis particular preserve is like a park. Mowed on a regular basis and is high and dry. It apparently has been dedicated to the gopher tortoise protection.

The above quote is not off base. We have what is called a preserve in our back yard. Now it is sooooooooo overgrown in reality it is just a glorified swamp. We still love having it in our back yard because of the wonderful privacy, as well as the nightly sound of the peepers chirping. But calling it a preserve is a stretch.
