I have been using this site for years, generally very good info. I had actually filled out a form to be a member and get a sensor to install at our house. 5 years later, I finally got the invitation to become a member, and found out that I would have to install about $600 in sensor equipment, and probably a couple hundred dollars for additional cat5 and 120 vac wiring to the location of the sensor equipment. When I had applied I was under the impression this was a DIY type project, using their firmware. From the very limited information provided, this looks like it will be much more complicated than I was anticipating, especially for a volunteer program.
