Anyone know what is being built at 466 and CR100? It is a large project. Lots of dirt moving happening.

Is this across 466 from Lighthouse Seafood? If so, it will be apartments.

Commissioners praise plan for high-density rentals over objections from Haciendas of Mission Hills

A large high-density rental development of more than 300 units was approved Tuesday night by the Sumter County Board of Commissioners.

The project planned for County Road 466 and Cherry Lake Road has upset some residents of the nearby Hacienda at Mission Hills neighborhood in The Villages.

Commissioners voted to change the zoning of the 40-acre property to master planned development from commercial. They also approved a comprehensive plan amendment to reassign 19.5 acres to high-density residential from commercial.

The rezoning allows the developer to build up to 468 multi-family units.

Seventeen residents registered objections to the proposal when nearby property owners were notified of the proposed zoning change.

The project will include up to 11 buildings of several stories and about 50 feet high. Up to 88 units will be reserved for senior citizens, while the remainder will be rented on the open market.

Joy Nemergut, of Jarquin Way, said the project may involve destruction of hundreds of trees and could damage wetlands. She spoke against the development at the meeting and said in her written comments that it would be “a severe detriment to the adjacent single family Hacienda of Mission Hills.”

Greg Belliveau, of LPG Urban & Regional Planners, who represented the developer, said he has tried to work with residents.

This section of County Road 466 is also home to apartment complexes Rolling Acres Apartments and Oakleaf Apartments. In 2016, Lady Lake approved a large development on pastureland across from Spring Arbor to be called Hammock Oaks.

After meeting with residents last week, he said, the developer has agreed to build a six-foot wall to separate the project from the neighborhood. The developer also has agreed to preserve 88 units for senior citizens to reduce the number of children.

About 56 to 91 children are estimated to be included in this type of development, depending on the number of family units.

Wetlands at the rear of the site will be preserved without need for mitigation, a process of setting aside other wetlands to make up for damaging others.

“We’re actually better stewards with this proposal,” Belliveau said. “We tried to address what these neighbors wanted.”

He said high-density housing will have less environmental impact than a commercial project as permitted under the prior zoning.

He said the project also meets a county need for more housing for workers and families.

Commissioners praised the plan.

“The need in my view is housing for families,” said Commissioner Steve Printz. “Your layout is well done and in my mind it’s a plus for the county.”

Commissioner Garry Breeden said the plan is “a step in the right direction.”

Thank you for the information. It is not a good idea to purchase a home that borders non Villages property. Residents of Haciendas of Mission Hills have found out the hard way.

Villages denies water and sewer hookup to nearby apartment complex

The Villages has denied water and sewer hookup to a massive apartment complex going up near the Haciendas of Mission Hills.

The apartment complex will include 300 units and is being built at the intersection of County Road 466 and Cherry Lake Road, at the far edge of Sumter County. The property will also become home to nearly 20,000 square feet of commercial development and more than 100 units at an assisted living facility, according to documents on file with Sumter County.

The 300 apartment units will be constructed very near The Villages. “Although the property is situated in Sumter County, the property is surrounded by properties of The Villages. Because the land is not a holding of The Villages, they will not allow connection to The Villages infrastructure,” according to a memo prepared for Lady Lake commissioners.

The owners of the 40-acre property more than a decade ago turned to Lady Lake for water and sewer hookup. Last year, Sumter County granted permits to allow the start of the project. The trees have been cleared and the land is being prepared for the massive construction project.

The town has modified its service area boundary through the St. John’s River Water Management District to serve the property under the town’s Consumptive Use Permit. Sumter County and the Southwest Florida Water Management District have also signed off on the arrangement.

The apartment complex will be situated at the corner of County Road 466 and Cherry Lake Road, in Sumter County. The nearly 300 units will require about 74,500 gallons of water per day from Lady Lake.

In 2019, the town’s average withdrawal of water was 730,193 gallons per day. The town’s Consumptive Use Permit allows 1.118 million gallons per day through the year 2026.

“Trends indicate that the town will have sufficient capacity to grant the additional 74,500 gallons per day and remain under 90 percent of the allocated withdrawal of the Consumptive Use Permit through 2026,” said the document prepared for Lady Lake commissioners.

This could represent a financial windfall for Lady Lake, which could potentially pocket $678,327 in water impact fees, $842,084 in sewer impact fees and an additional $42,000 in annual surcharge revenues.

A special meeting on that topic will be held at 5:30 p.m. Monday, March 2 at Lady Lake Town Hall.

In 2018, the residents of the Haciendas of Mission Hills complained before the Sumter County Commission about the construction of the massive apartment complex in what is essentially their backyard.
