Internet issues in Village of Dunedin?

In the Village of Dunedin, we're having sporadic drop-outs with our internet service. I usually get 130 megabit downloads with 10 megabit uploads but in both cases, they will drop to nearly 0 for a moment, then bounce back. This is interfering with out voice over IP phone service. For a couple of neighbors, it's also interfering greatly with our TV service. We have Spectrum but some of the other neighbors who have Comcast are also having issues. Both companies have sent techs out and found no issues. Is anybody else having similar problems? Is it a line-based problem as opposed to a provider-based problem? Ideas?

If you have both cable tv channels and internet service with the same provider, and only the internet goes down, then that would be a provider-based internet problem. But, if both services go down (tv and internet), it would more likely be a line-based problem.

With Xfinity in Hillsborough we also have many of these very short duration "dropouts."

A Spectrum tech was at our immediate neighbors for a few hours today and decided that they need to send a "maintenance guy" instead. We're scheduled for a visit from a Spectrum tech tomorrow. They've also been in our cul-de-sac at least once or twice in the last few days for other neighbors. There's definitely something happening but they don't seem to have worked out if it's at individual homes (doesn't sound like it to me), our end of the street or further up the line.
