tree removal/planting approval?

The home that we purchased was preowned and we'd like to make some landscaping changes.
Do all changes have to be approved by TV?
Who in TV has to be notified when changes are planned?
Does the landscaper handle the permitting?
Do most changes get approval?
We'd like to have a couple of palms incorporated in our plantings. An oak will probably have to be removed. Is removing a tree and replacing it with another a no-no?
I know I've asked a lot of questions...it's confusing out there especially for a barely part-timer.
Thanks,
Phil and Pat

You are referring to that dead oak, right?

Maybe not all changes but it is better to be on the safe side and get approval.

Architectural Review.

Does the landscaper handle the permitting?
Depends on the Landscaper.

Do most changes get approval?
Mine have with one exception and that was a tree, not palm, removal. I failed to tell them the tree was diseased. On the second try I submitted photos and approval was given.

Again, it is best to get approval. I cannot imagine them turning you down.

Make sure to get all underground utilities marked prior to digging.

BTW, it is just as confusing to some of us full timers. So, if you are still have questions just fire away.
