Good question, but you'll need to be a tad more specific...registration and renewal for what?

If you are a non-owner and have a resident ID, it expires and must be renewed every 3 years and a new ID card purchased. If you are an owner, your ID card doesn't expire.

Who sent you this notice? The public library? The motor vehicle department? Your subscription to a magazine? If you'd give us more information you will get a better reply. Or you could just contact the organization that sent you the notice.
