Blue lights above traffic lights?

Anyone know what the bright blue lights' function is? They are mounted above traffic lights at major intersections.

I believe the lights may have something to do with emergency vehicles.

Not sure, but I think that they go on when that particular light goes red. Maybe so when an emergency vehicle approaches, they'll know what the flow is, or maybe the police will know if you're running a red light from a distance and be able to photo it for proof.

I believe that they indicate which set of lights will be the next one to change. This provides emergency vehicles a heads up

The blue lights are called red light confirmation lights. By observing the light a police officer knows exactly when the light turns red, regardless of his or her position in relation to the intersection. It makes it easier to determine who ran the red light.

They mean different things in different parts of the country.

As BD103 posted that is how they are used in TV.

Where I am located in Akron Ohio they are used to notify emergency vehicles that the lights at the intersection are red in all directions. Here emergency vehicles have the ability to change all the traffic signals on the streets that they are traveling to red to aid in responding.

Hawk, in NY State they're used as they are in Ohio. Wouldn't it be nice to have some uniformity with traffic laws and enforcement devices such as the blue lights?
