They have only just begun.
The removal of the 25 overpass and widening was projected to be a 3-year project.

it seems like road construction in FL does take longer than in the northern states, where winter weather plays a big factor

It appears that for those who have no patience and want this job finished in one afternoon that you are getting a seriously high-quality paving job and drainage system which is important if you've lived here more than a few hours. I'm sure you will be pleased with the outcome.

Three years does seem to be a long long time for this to get finished

Looks like fall of 2023 is the projected completion date.
Barring any weather delays or labor/material shortages.

"The closure is scheduled to begin as soon as the morning of Monday, Oct. 4 and remain in effect until the project is completed in fall 2023. Please note that the work schedule is subject to change due to weather or unforeseen circumstances."

That’s only about a mile, but it’s a mile of four-lane divided highway. It’ll be tough for the DOT to get it done be “early in 2022” as their press releases says. But then, when’s the last time you felt you could rely on the statements of elected officials and/or their appointees?
