Agree, neighbor first. Next time, police (trespassing and property damage) or have it towed.
Or do you consider that too extreme?

Renting rooms? May be in the same bracket as renting homes. Or, could be considered running a business.
Community standards should know or be able to direct you to appropriate department.
Good luck!

It might be interesting to determine if they are in compliance with paying all the taxes that may be due, both state and federal. Short term rentals?

No that is not too extreme.

When the were houses being built near us, the workers would sometimes park in front of our house and block our driveway. The Villages management would do nothing about it, so we called the Wildwood police. When they came by, one of the workers quickly came running out because he didn't want his car towed away.

We let the police officer handle it. No one parked their car in front of our house again.

so who do you consider the victim? Sometimes folks who think they have the "right" answer have no real idea how an individual is affected by inconviences or what others consider minor damage(sprinkler). They are incapable of putting themselves in another persons shoes. So unless something happens to them that puts them off, think anyone else's issues must make them a "victim"(this word used in such a way as to make it seem untrue...aka: whiner).

Why not start with a conversation with your neighbor? People usually cooperate if you go about it in a friendly manner. My neighbor’s daughter used to park on my rocks and I told her I didn’t mind her parking in front of my house but that I would appreciate it if she could avoid my landscaping. Communication is key. We live close to one another and we need to learn tolerance. Avoid reporting others and start with a friendly conversation. Hope that works
