what did they spray on the golf cart paths , oil base something .

Signs said 'fresh oil', I had seen similar signs up north where they would spray an oil/tar substance and then chips or sand to refresh the road surface. This is the first time I every saw this in TV so not sure what they are doing, but I did not see any sand or chips, however I was on the paths after one of the very heavy rains.

Dog Poop......................they went around and picked-up all the unwanted dog poop and spread it on the cart paths.

Will have to look for the article. They were doing something at night that would be absorbed within an hour or so to help preserve the pavement or something like that.

Yep.

My guess, if you are looking for guesses, is it is the same material that they spray on villa streets. It is a preservative that increases the longevity of the pavement.

It is as-pen, penitrating asphalt rejuvenator. It puts the flexibility and life back into brittle/dried out asphalt. After application the traffic works it in to the pavement, the surface is sanded and swept to remove excess material. I have only seen it used in roadways.

Yea, it was done about 3 years ago, at least between O'Dell and Stillwater along the Morse MMP where we walk daily. Made the MMP on Morse stinky and in spots where they over applied it sticky for walkers.

DecadeofDave is correct. I wrote an email to Bruce Brown (assistant district manager and former head of District Property Management). He confirmed that it was rejuvenator, and he said it was vegetable based, and therefore safe for both the two-legged and four-legged ones who use the paths.

LOL, "vegetable based." They must have used cooked broccoli :) because it sure did stink (referring to few years ago the last time we noticed it)
