If the picture of the guy bending over with buckets of weeds surrounding him is any indication I’d say he’s pulling them.

I used Fernview who told me they mostly pulled when I asked. They mostly sprayed even though we had a sign next to a fragile plant asking them to not spray near it. Guess what, the guy sprayed it and killed it. First he said he didnt see it, then realized how obvious it was he changed it to "near is very vague" then cussed at us and stormed off. They were fired
