Old news. The developer gets to set the prevailing rate. One of many things wrong with the contract between The District and the developer.

Anyone who would think that amenities could be maintained to the standard they are maintained around TV, at a dollar figure established in the past, without regard for inflation, is delusional.
Of course, there is no shortage of delusional people, so we shouldn't be surprised at the outrage.

BTW, I love the salt water pools. I float like a cork in them. I actually thought I had learned to swim really well last winter, way better than ever. Then I got back home in May, jumped into my lake, and sank like a cork.

I guess I was among the deluded.
