What electrical panels are uninsurable?
What types of electrical panels will insurance not cover?
Challenger electrical panels (with an HGAF-15 or 20-amp circuit breaker)
Federal Pacific electrical panels (also known as FPE Stab Lok panels)
GTE Sylvania electrical panels.
Zinsco electrical panels.

Go to UL as noted above and the specific info on the CB panel, then offer $2500 less to cover the replacement of the panel. Unfortunately I had a ZINCO panel in a previous home, building inspector saw it during an inspection for some other work, and warned me about it. I had it replaced a week later.

see Replace these 4 recalled electrical panels ASAP

for information on the issue

see Challenger Electrical Equipment Corp. Offers Replacement Program For 9000 GFCI Circuit Breakers | CPSC.gov

for information on what seems to be free replacement of the defective product. I cannot be certain but the recall and problem seems to only apply to certain date models. Nor is it clear from the Federal Government's recall whether the remedy is a free replacement unit or a free unit and free labor.

"recall specifically focused on Challenger panels with 15- and 20-ampere circuit breakers made between February and April of 1988 that have a mechanical component that can detach leading to overheating, melting, and fire."

"Type HAGF-15 and type HAGF-20 circuit breakers"
