Specifically: he is getting both feet off the nest using his wings. He would even get a little higher if he was on an electrical tower. But he is and would be "landing" in the nest. He is also branching: hopping and walking to very close limbs. Most would say that is not fledging or leaving the nest. Once he "leaves" the nest, he will immediately try to return and he will be successful.
