There is an extensive network of measurements of rainfall in the US. From the rainfall reports and the area of coverage you can compute how many gallons of water fell. Alternatively, you can also use a model run as a proxy. The models put out precipitation on the ground on a per grid volume basis. You can just add them up. An inch over a square mile is 17.4 million gallons.

I watched the rains fill up Paradise Lake until the docks were submerged. The excess water was pumped out, and then the rain from Milton submerged the docks again. I believe the rainfall number.
