I’m seeking advice or point me in the right direction. I was in the process of being repaid for a service that never happened. The service and person involved live in NYC.

If you are thinking about taking legal action against this other party, I would try talking to seniors against crime, this is a division of the Florida Attorney general, and they should be able to point you in the correct direction.

If filing a lawsuit, most likely you will need to file it in NY unless you have a contract saying Florida is the jurisdiction for any dispute or the NY party has a legal presence in FL. You might seek advice from a NY attorney.

Small claims in NY would be the typical venue unless the value is more than $10K. People often represent themselves.
