I really have to wonder if anyone actually reads the newspaper before they begin the press run. Take a look at today's front page headline, and tell us what's wrong.

But..it can be either according to this;

The Gregg Reference Manual, Tenth Edition (1101), says, “In speech, both “a his­toric occa­sion” and “an his­toric occa­sion” are okay. It depends on whether the “his” is sounded or left silent. In writ­ing, “a his­toric occa­sion” is the form more often used.

Apparently there is a long battle over which usage is correct:

I think the preference for "an historic" came from old British usage where "H's" were mostly dropped. If you pronounce the H, you can say "a historic."
