Interesting concept and I appreciate your sharing it. I wonder what the sample testing costs and what the turnaround time is for the data.

Implementation could be an issue. Who collects the samples? Who collects the fines? How much do they get paid? How do you manage "chain of custody" to ensure no cross contamination? What happens if there is no match from the sample? The testing costs would still need to be paid. Do you do a "clean sweep (lol)" to remove all potential samples to pardon the pun, "eliminate" potential non-matches (dogs who may no longer be with us)? What about cats? Will renters need to register even if they only rent for a month? What about Lifestyle visitors if they bring their pets (can/do they?)? I am not saying it couldn't be implemented, but a strong management system would be needed.
