I can give you a reasonably well-informed (but not necessarily factual) reason why Tiger is out.
Tiger is one of the main obstacles to the LIV/PGA truce. He's also extremely close with Seth Waugh, former CEO of the PGA of America. Seth got bounced from his position about a month ago. A number of rumored reasons, but he's basically a big-mouthed, empty suit (opinion).
Tiger was all set for the 2025 Captaincy, when Phil moved to LIV. The Captaincy carries with it, all sorts of public relations and preparatory expectations, that are of zero interests to Tiger. What I've read, was the Tiger was so tight with Seth, that he figured he could be a sort of an "Honorary Captain", show up when he felt like it and Seth would cover for him. With Seth gone and the mood at the PGA changing, Tiger decided it wasn't his time. He'd rather invest his time with the LIV/PGA story and see how much more money he and his adoring fanboys can extort from the PGA Tour.
In case no one has noticed, Tiger doesn't feel the need to exert energy on anything that doesn't benefit Tiger Woods' pocketbook, legacy or libido.
Keegan Bradley on the other hand would probably cut off a hand to see the Red Sox win the World Series and cut off a leg to solidify a USA win at the Ryder Cup.
The last time the PGA of America went out on a limb in choosing a Ryder Cup Captain, they got crucified (Tom Watson). They're went out on a limb of a different sort this time. Keegan came as a huge surprise to most everyone, but the consensus seems to be, he'll be great. Same as it was for Tom Watson. I hope the results are different.
