Since the bar-keep seems unfazed by this situation, I suggest that she was a friend of his, keeping him company before she herself had to go off to work.

Hence no alcohol and no tips

She may have been an IRS Special Agent checking on the level of tips the bar staff were getting.

Please not the first time we have seen a water drinker sitting at the bar, take a bottle of flavored something out and use in the water. Leave after awhile and not eat. And yep no tip

She could at least order an ice tea. I know someone who when to a local restaurant with an organized group of women. Two woman ordered water, and then proceeded to eat all the free rolls. Never ordered anything to eat or drink. They then ordered another basket of rolls and put them in their bag to take home. Shame on them. If you want to sit at a bar, then order something. It doesn't have to be alcohol. The restaurant owner isn't getting a break from TV on his rent, he still has to pay for the water, the server, the glasses etc. Stop defending people who want a free ride...
