Does anyone know if TV participates in a work release program? Why would they have 4 guys hand shoveling sand from the street when they could just vacuum it up? I've seen this done over and over again and it just seems like they'd be better off using a vacuum truck.

Vac. trucks cost more than using people. Also the villages wants to employ people to work that live in the area. THe villages created hundreds of jobs to help people make a little extra money.
