He goes through the funds and cannot afford to finish what he starts, so the county awards another contract so he can use the funds for previously awarded and unfinished work. And so on and so on. Route 80 is 300 miles long in PA. I guess construction can move more quickly when they want it to. I couldn't find out how long that took to build, but it's a remarkable accomplishment.

This road needs to be completed and take the heavy traffic off the bypass road. We have been here 2 1/2 years and it closed shortly after we moved in. This is extremely SLOW construction and The Villages should push for this to be completed!
