The short answer is:
Federal Register 24 CFR Part 100; section 760.24-760.37 (4a), Florida Statutes
For a community to be considered "housing for older persons" as a 55+ community, the housing must be intended and operated for occupancy by persons 55 years of age or older and meet the following requirements:
1. At least 80% of the occupied units are occupied by at least one person 55 years of age or older.
2. The facility or community publishes and adheres to policies and procedures that demonstrate its intent to in fact be a provider of housing for older persons.

Anyone living in the Villages under age 19 should have been granted a special permission usually due to their special needs.

What I posted is the law - not my opinion that needs agreement.

An older child living with parents is "shady'? LOL I know several parents who have opened their homes to returning children, which children have returned for NUMEROUS reasons - from addiction to divorce to illness to unemployment to financial ruin to caring for thier parents, ETC! I do not judge why the children return; and it is clear that the parents accept them back because they still love their children! The same holds true no matter where parents live and where/when children need assistance - no matter the age of the parents or their children.

A lot of the people that live in the Villages, think like where they live, wake up people, The Villages is not HEAVEN. No matter where you live there is crime and not always from the young. Enjoy all that The Villages offer. Life is what it is, just saying..................

It seems to me there are three groups of under 55 living in TV and other retirement communities. Maybe a fourth - early retirees. The first is the physically and or mentally disabled who need to reside with a parent or guardian. No problem with them. The second group are the loving caregivers who move in to take care of an aging parent or two. Again, no problem. Then, the third are the felons out of prison, drug addicts and miscellaneous low life who return to mooch off their parent or parents. These are the problem folks who commit so many crimes, get the DWI's and cause so many problems.

And there are people like me who bought a house in TV at age 42. Since my spouse is 9 years older than me, made sense to us...

As I was told by a 42yr. old future owner of a Virginia Trace home: for any federal money to go to the community, there has to be houses available to 20% of the population, meeting ALL FEDERAL guidelines. That is why there had to be a grade school and high school available to residents. So, there are lots of people under the age of 55+ that can own homes. You probably don't mind the ones that are professionals. I imagine there is a very elderly homeowner needing care for each of these mug shots, and these low-life are sucking them also for every thing they have, too. Remember, everything good has a bad side too.
