Check out this idea at Screen Room Drains - "One & Only Patented Drain" I had them installed and immediately the water has drained. We had a big problem on the 2 outside corners. They come out and use a Laser Level to find the low spots and they install as many as needed. I had 6 installed and am extremely happy.

Someone didn't do a good job when the concrete was poured unless the puddling is next to the framework. Then you have to do as others have recommended to solve your problem.

I had a similar problem after I had Lanai floor painted, (some of the drain holes blocked). Had 16gal of water after heavy rain storm. I had these put in and wala no more water builds up.

This product is used to keep water from puddling on lanais. It would probably work.

birdbaths aren' uncommon in finished concrete especially when 1 side of the conc is an immoveable object...to properly install the bottom rail originally a bead of silicone (or other suitable sealant [polyurethane] should have been applied to the underside of the rail,,, imo easiest tbetter solution is drilling 3/8"- 1/2"drain holes if you need a hammer drill & bits, pm me
